Abstract:The structuring and restructuring of international supply chain result from globalization and anti-globalization. In the 21st century，industrial transfer is the manifestation of international supply chain reconstruction，which transfers from globalization to regionalization. International supply chain reconstruction is being affected by national strategies，the technological progress and the concept of development. In China，the restructuring of international supply chain confronts with external competition and internal structural problem. The only solution is supply chain restructuring. International supply chain reconstruction is not only the industrial regional transfer，complementary to industry chains and rebuilding of international partnership，but also the elasticity of supply chain and management upgrade.
