文章摘要：良好的营商环境就是生产力，是实现中国经济高质量发展的保障，尤其是在探索自由贸易港建设过程中，对要素的自由流动提出了更高的要求，因此，更应该注重营商环境的优化。本部分主要基于世界银行《营商环境报告》的评价指标体系，比较分析了我国与典型的自由贸易港所在国家或地区，包括新加坡、中国香港、德国、荷兰、阿拉伯联合酋长国，以及韩国在营商环境便利化方面的差异，并结合实地调研探讨了未来我国自由贸易港在营商环境建设中存在的问题，为此，提出相应的对策建议。
