Abstract:With global warming，the Arctic sea ice melting，the strategic position of the Arctic and the value of resources are highlighted. The countries are participating in the development of the Arctic channel in order to better enter the Arctic and gain Arctic interests. In 2017，China and Russia formally proposed to cooperate to build the “Ice Silk Road”，which makes the development of the Arctic waterway into a new journey. The development of the Arctic waterway is closely related to the construction of the “Ice Silk Road”. The development of the Arctic waterway has a far-reaching impact on the construction of the “Ice Silk Road”. It is necessary to seize opportunities，overcome challenges，promote the development of the Arctic waterway，and lay the foundation for the construction of the “Ice Silk Road”. It is in the common interest of all countries in the world to develop the Arctic waterway and build the “Ice Silk Road”. The countries concerned should set aside disputes，strengthen cooperation，and promote the construction of a closer “community of marine destiny”.
