Abstract:After Putin’s re-election as president，the main goal of Russia’s foreign relations is to deepen the process of Eurasian regional integration，while managing conflicts with western countries and adhere to the struggle and cooperation. Russia’s foreign policy in 2019 continues this basic concept. Russia’s eastward view is more pronounced because of its negative understanding of relations with the West. To this end，Russia has taken a series of positive diplomatic measures with a view to national interests. The Shanghai Cooperation Organization has strengthened its position in Russia’s foreign strategy. In 2019，China-Russia relations will continue to improve and progress steadily. China-Russia comprehensive strategic partnership of coordination has entered a new era. Under the general situation of the above-mentioned Russian diplomatic strategy，Russia’s policy philosophy towards the Shanghai Cooperation Organization has become more clear.
