Abstract:The 21st century is the era of ocean development.In order to solve the three fundamental problems for human being，namely，population explosion，resource exhaustion and environmental deterioration，we have begun to speed up our exploration of the ocean，demanding more resources，products and markets from the ocean.In November 2018，General Secretary Xi stressed that an economic power must have well developed marine and shipping industries during his visit to Shanghai.The coastal area of Jiangsu has the natural advantage of developing the marine economy，and the policy edges of Jiangsu's coastal development，as well as the integrated development of Yangtze River Delta and the“one belt and one road”initiative，is faced with the unprecedented historical opportunity of development.Compared with Fujian，Zhejiang，Guangdong，Shandong and other provinces with well-developed coastal marine economy，there are some outstanding problems in Jiangsu's marine economy，such as the small scale，low industrial level and insufficient scientific and technological innovation，which lead to the Slowness of Jiangsu's marine economic development.At present，the world is entering a new era of marine economic development.The so-called new marine economy refers to the new mode that integrates new industrialization with the development of marine industry，strives to improve the high-tech marine industry，and develops the economy with high added value，good ecological protection and high recycling efficiency.Under the guidance of the new ocean economic growth theory，the theory of optimizing ocean industrial structure，the theory of sustainable development of ocean economy and the important exposition on ocean power by General Secretary Xi，we should optimize the development approach of modern ocean economic development.That is to say，we must make full use of the new marine economic theory and unswervingly take the road of marine industrial modernization in coastal areas.We should accelerate the agglomeration of industries suitable for coastal development to the coastal areas of Jiangsu Province.We will take measures to attract those advanced manufacturing industries in the Yangtze River Economic Belt，develop new marine industry with high and new technology as its core.
