国际人工智能战略之比较

Abstract:The development of artificial intelligence is entering a new stage，constantly speeding up infiltration into and integration with various economic and social fields，as well as promoting industrial upgrading，economic transformation and social progress.In 2017，the Chinese government issued the New Generation Artificial Intelligence Development Plan and the New Generation Artificial Intelligence Industry Three Year Action Plan（2018-2020），making artificial intelligence an emerging industry strategically supported by the state.The United States，the European Union，Japan and Russia have also released reports and documents on the strategic development of artificial intelligence in recent years.Based on the latest artificial intelligence strategies released by the above-mentioned big countries or actors，this paper compares the similarities and differences in their positions and policies along three dimension：strategic points，development principles and implementation measures.It is also proposed that there is possibility of cooperation in the artificial intelligence industry and security governance.
