欧盟WTO现代化方案及其前景

Abstract:Based on its stance on the WTO and its perception over the WTO crisis，the EU issued its concept paper on WTO reform：WTO Modernization，and took a number of diplomatic actions aiming at fostering international consensus on WTO reform in 2018. The EU’s concept paper is directed not only against the issues related to WTO institutions but also some WTO members’ unilateral actions which generate unfavorable impacts on the effectiveness and prestige of the WTO. The EU’s proposals cover three aspects：WTO’s rulemaking，WTO’s regular work and transparency，and WTO’s dispute settlement mechanism. So far，as a synthetic concept paper，the EU’s WTO reform scheme is the most comprehensive and systematic one and has been advocated by some WTO members. However there are also some fundamental flaws in the EU’s proposals，which make it hardly to be a truly effective WTO reform scheme.
