Abstract:In 2018 changes in the international political landscape had a profound impact on the international governance of cyberspace. From Huawei’s 5G incident to the cyberattack on Venezuela’s power grid and to Facebook’s launch of the Libra，it became obvious that cyberspace had become a major battlefield for the major powers and the strength of non-state actors continued to increase，challenging the traditional dominance of state actors in international relations With the scientific and technological advantages of the digital age，the formulation of digital economic rules and the construction of cyber-security capabilities will become key to whether a major country can gain a competitive advantage. Looking into the future，the process of international governance of cyberspace will largely depend on the interactions between technological developments and power politics.
