Abstract:Global Foreign Direct Investment （FDI） in 2018 decreased by 13%. The main reason is that FDI inflows to developed countries have reached a new low record in the past 15 years，while FDI inflows to developing countries have increased slightly. Both the number of countries and policies related to changes in foreign direct investment in 2018 have declined. Although investment liberalization and promotion measures still dominate，the proportion of policies involving restrictive or regulatory measures has increased significantly by 16 percentage points. UNCTAD expects a modest recovery in global foreign direct investment in 2019，driven by a recovery in FDI inflows to developed countries as the impact of US tax reform diminishes. But in the medium and long term，foreign direct investment may slow down for a long time. This is mainly due to factors such as increased policy uncertainty in developed countries，a trend toward a decline in the rate of return on foreign direct investment，and structural changes in international production.
