深化金砖国家贸易合作的政策建议

Abstract:BRICS countries have gradually become an important contributor to global economic growth. The foundation for world economic recovery is not solid and the trend against globalization is on the rise. Protectionist measures，mainly led by the United States，frequently occur. The sustainable development of global economy and trade is facing severe challenges. Under the circumstance，it is necessary to deepen the BRICS trade cooperation and seek common ground and reserve difference. We need to establish an all-rounded BRICS cooperation mechanism with closer trade tie and give full play to the exemplary effect of BIRCS cooperation，to guide the common development of developing countries and promote reform of the global economic governance mechanism. At present，trade among BRICS countries is growing rapidly，along with the contradiction of imbalance trade，trade vertical structure，trade protectionism，imperfection of BRICS countries trade cooperation mechanism. Meanwhile the factors that restricts the deepening of BRICS trade cooperation include the frequently occurrence of international trade protectionism，geopolitical game，various economic interests，export competition of competitive product，and the polarized economic growth. In this regard，the following policies should be adopted. We should strengthen mutual political trust and synergize national strategies to consolidate consensus on cooperation，as well as promote trade facilitation cooperation among BRICS countries to complement trade advantages of each other. Next，we are encouraged to establish a BRICS trade dispute settlement mechanism，enhance the efficiency of trade cooperation and innovate the content and mode of trade cooperation with other BRICS countries. We can also adjust the structure of trade to improve the cooperation and promote the green trade cooperation and development of BRICS countries. Then，we will build a dual-circulation value system with BRICS countries as the hub so as to strengthen trade cooperation initiative，as well as boost infrastructure construction and explore domestic demand. What else we may do covers proactively participation in the formulation of international economic and trade rules and safeguarding common trade interests. Last but no least，building an exchange platform for BRICS think tanks to provide intellectual support for deepening economic and trade cooperation will be taken into consideration.
