Abstract:Since the beginning of the second half of the 20th century, the scale of Egyptian higher education had dramatically expanded, which was promoted by the country’s demand for cultivating elite working on the field of modernization and the pressure from people and officials which was out of their own class interest.The expansion was mainly reflected in the increase in the number of colleges and universities and the expansion of enrollment.And the cost of expansion is the uneven distribution of education investment and the decline in the quality of higher education so that it influenced the Egyptian education, society and government profoundly.This paper points out the fenomenen of Egyptian higher education expansion in the second half of the 20th century, and analyzes the driving force behind the expansion of higher education and its impacts in the framework of “government-policy-society” from the perspective of political economy.
