香港软实力如何助推“一带一路”建设

Abstract:In the initial stage of execution and promotion of The Belt and Road Initiative（BRI），the Chinese Government has emphasized its perspectives，which sometimes caused suspicions from other countries to the Chinese motives and objectives.The deficit in international trust has cost international collaboration.It has thus been gradually recognized that the successful execution of the BRI requires significant enhancement of China's capacity to foster and sustain long-term trust amongst diverse international parties.Hong Kong has reached world-class levels in its soft power，such as professional services，education，social governance，and rule of law.This paper suggests that the soft power of Hong Kong can be leveraged to improve the capacity of Mainland China in the areas of soft power.In the “Guangdong-Hong Kong-Macau Bay Area”，Hong Kong can help Guangdong Province，ahead of other localities in China，to design and implement institutional reforms and improvements in practices，which will eventually contribute to an enhanced soft power.This paper outlines several dimensions where such efforts may be applied：（1）expanding Hong Kong's role as an international arbitration center which adapts to the needs of B＆R，（2）contributing ideas and experiences to Mainland's deepening reforms on governance and market regulation，（3）developing a bond market for The Belt and Road countries，including establishing an innovative credit rating system，and（4）improving the quality of the Belt and Road project design and the risk management of entire process through a total 360-degree management.
