Abstract:In 2018，Chinese terrorist activities were effectively contained，but the international terrorist situation remained severe，and gas bombs and drones have become new tools and new means of terrorist attacks. The number of criminal cases dropped significantly，and criminal cases of encroaching on property were still significant，and the number of criminal cases of smuggling and the number of criminal cases of forgery，alteration of currency and sale，purchase，transportation，possession and use of counterfeit currency have shown an upward trend year by year. The number of cases about offense against public order declined overall，but four types of offense against public order，such as violating hotel-industry management，violating dangerous goods regulations，prostitution and defiance and affray，are on the rise. Moreover，the Mafia-like gangs，cyberspace risks，credit card fraud，automobile insurance fraud，illegal fund-raising，pyramid sale crimes，and people’s travel safety and satisfaction have become the “new dilemma” of social security prevention and control in the new era. Therefore，it is crucial to carry out in-depth efforts to take action against the underworld gangs，improve the capacity and level of cyberspace comprehensive management，build a diversified governance system for banks and insurance industry，and collaboratively explore the networks of illegal fund-raising prevention and control. Meanwhile，it is important to build the cooperation mechanism among anti-pyramid-sale-crime legislation，law enforcement and judicial system，and establish comprehensive supervision system to promote the sound and orderly operation of the social public order.
