Abstract:Under the context of bilateral investment agreement negotiations between China and the United States，the analysis of the opening of the PPP market in the context of the deepening of bilateral investment agreement negotiations between China and the United States，the two-way opening of the PPP market has become a common concern of both China and the US. At present，there is still a gap between the PPP market and the developed countries in China，and the maturity of the market is still to be promoted. Especially，the participation of private enterprises and foreign enterprises is still not high. To further expand the trend of opening to the outside world in the PPP market，it is necessary to improve the functions of the government and promote the reform of the mixed ownership system. At the same time，we should improve the PPP legal system，reduce the threshold of foreign investment and create a fair and competitive market environment for the foreign invested enterprises to participate in the domestic PPP market.
