Abstract:With the further advancement of the Belt and Road Initiative，China and Israel have unprecedented cooperations in various fields such as economy，trade，culture and innovation. China’s investment and merging momentum in Israel are strong；its infrastructure construction in Israel is in full swing. In response，Israel actively absorbs Chinese capital and creates a favorable investment environment，which constitutes sub-environments of politics，economy，science and technology，culture，infrastructure，and business. However，due to the differences in industrial structure，business philosophy，market size，and legal system between these two countries，Chinese enterprises’ investment in Israel does not go smmothly. It is mainly manifested by increasingly high internal and external risks，low internal operational capacity and weak external anti-risk capability. In March 2018，the Administrative Measures for Outbound Investments by Enterprises issued by Chinese government went into effect. It will reduce external risks and curb blind investment. For internal risks，it is necessary to strengthen government guidance，establish a prevention and control mechanism，adjust the industrial structure，and enhance Chinese enterprises international level.
