Abstract:Today，in the second decade of the 21st century，it is clear that the maritime domain constitutes a significant component of Israel’s security and wellbeing. This domain present challenges，as well as opportunities. One of the main components in which the sea is important to Israel is security. Israel is an economic island，with virtually all of its foreign trade transported by sea. It is therefore impossible to overstate Israel’s interest in maritime security. In addition to its heavy dependence on the sea lanes for the import and export of goods，new maritime security challenges have arisen as Israel’s offshore gas facilities are developing and as the regional political environment is becoming more complicated. The Eastern Mediterranean and neighboring regions like the Red Sea continued to suffer from a lack of stability：The civil war in Syria has become a regional war in which a number of countries and non-state actors are involved. Given the increasing role of the sea in Israel’s resilience，the accelerating economic development of the maritime environment，and the increasing security needs related to the sea，it is critical to find balance between various needs that exist alongside economic development，such as the protection of the ecosystem and the maritime heritage.
