Abstract:The flooding caused by tropical cyclone Hato in Macau exposed the deficiency of the Macau Special Administrative Region Government on disaster management，contingency systems and vigilance at times of stability. Whereas the economy of Macau has enjoyed a rapid growth in recent years，the infrastructure is not developed in pace with the economy. Flooding in old neighborhoods remains unresolved，while flood and tide management works are yet to be finalized. In contrast，discussions and reflections on flood management concepts and policies are being actively made in other parts of the world. This article explores the causes of frequent flooding in Macau，the conditions to launch flood and tide management works and proposes a mitigation scheme，in which the existing detention basins with a water circulation system should be used to alleviate flooding in Macau.
