埃及设立最高宪法法院的原因探析

文章摘要：1979年埃及通过专项立法的形式，设立了具有高度独立性的最高宪法法院。最高宪法法院自设立以来，依据宪法在经济、政治、表达自由等领域做出了一系列判决，推动了埃及的宪政建设。埃及这样的威权国家，设立具有高度独立性的最高宪法法院，一是为了吸引外资，二是为了促进政治转型，三是埃及国内法律界的积极争取，四是埃及时任总统萨达特对自己能控制最高宪法法院的高度自信。
