Abstract:The“Silver Economy”can be defined as the economic opportunities arising from the public and consumer expenditure related to population aging and the specific needs of the population over 50. Growing the Silver Economy in Europe is an overview is provided of relevant Silver Economy related initiatives of the European Commission；a tentative narrative on the Silver Economy and an equally tentative analysis of possible EU Silver Economy actions based on existing initiatives and their potential for the generation of new jobs and growth. It estimated scale of silver economy in the world and EU，especially public expenditure effect. It stated commission action，potential benefit of EU level action as well as a common narrative on the EU silver economy. It raises France as case study of silver economy. China should make full use of the great potential of the silver economy，studying silver economy system prospectively，in order to form a good market environment and industry ecology. We also should integrate silver economy with technological innovation and Intelligent health，Intelligent elderly service.
