Abstract:From 2015 to 2016，with the transformation of government functions，the strengthening of the decisive role of the market in resources allocation and the advancing of other reforms and strategies，the State Council and relevant ministries and departments introduced a series of specific measures，including the cancelation of the administrative examination and approval process，the strengthening of state-controlled assets management，the promotion of the government-nongovernment cooperation models and the acceleration of the digitalization of public resources. These measures prompt a major reform that reshapes the core mechanisms and systems in the public market which has been predominantly government-driven for past decades. Public market reforms and innovations have broken the shackles of barriers inherent in a government-led market，realigned power and interests and put the governance and management skills and flexibility of governments at all levels to the test. If governments fail to formulate a response plan in a timely manner when faced with risks in relation to the public market security control，defects in public resources trade contracts，supervision and integrity management，the abuse of information and data resources and inconsistent standards，these risks are likely to become national economic security problems.
