Abstract:In today's global digital economy age when Internet of Things，cloud computing，big data and artificial intelligence technology are constantly implemented and very popular，the government online service and open data have become an important way to improve government management efficiency and social governance ability and enhance people's well-being.The perfect degree of digital regulation system plays an important role in the healthy and orderly development of the digital economy.The cyber-security industry and the configuration of the security server are the solid foundation of the sustainable development of the digital economy.This article constructs the global evaluation model of digital regulation competitiveness from the three dimensions of government public service，digital regulation system and basic security guarantee.It evaluates the digital regulation situation around the world and finds that there is a positive correlation between the competitiveness of national digital regulation and the of national economic development level.The 前 20 countries are the traditional economically developed countries.The United States ranked first，12 countries selected are in Europe，Asia has four countries selected，and the BRIC countries have not yet entered the 前 20.After several years of development，the global digital regulation system is increasingly perfect.Relevant laws and policies have been introduced，relevant agencies have been set up，but there is a big gap in the country's cyber-security industry and the digital regulation gap will exist for a long time.
