Specially，there are noticeable highlights，agglomeration development trend is coming into being，the basic work is constantly being compacted，the policy system is improving day by day. However，there are weak point such as logistics system，talent support，development concept. In the end，the report puts forward countermeasures and suggestions，including the optimization of the ecological environment，the construction of service platform，the elaboration of demonstration effect，the development of basic support.
