文章摘要：以互联网为代表的信息通信技术的融合与发展，加速了服务范式的创新转变，公共服务相应升级为移动公共服务。大数据和移动互联网令移动公共服务得到进一步完善，使其升级为智慧城市建设。现阶段中国智慧城市的试点范围已覆盖全国，但全国城市的整体智慧化程度仍然偏低。各地的智慧城市发展水平参差不齐，企业发挥自有优势参与智慧城市建设方兴未艾。
