Abstract:The Mazu culture is a native Chinese religious culture originated in the coastal areas. In recent years，it has been well spread and widely welcomed in the coastal areas as well as in Hong Kong，Macao and Taiwan. According to the Chinese government，the Mazu culture is a religious belief. Compared to religions in the traditional sense，it has fewer restrictions on its spread and development. The simple wish for peace it conveys can easily gain the recognition among coastal residents at home and abroad. Unlike other Chinese religions，it is of strong stability，international recognition and weak ideological connotation. And it has won continuous attention as a featured hot spot of the Chinese cultural and creative industries（CCI）over the past years. According to Porter’s Diamond Model，Macao is far better in factor conditions，demand conditions，related and supporting industries，firm strategy，structure and rivalry，chance and government function than the southeast coastal cities of China. At the same time，by taking the Mazu culture as its focus of cultural industry development，economically speaking，Macao can gain the recognition of both the domestic and the international markets and achieve the collaborative development of Macao and the southeast coastal area；culturally speaking，it can help preserve and innovate outstanding elements of the Chinese culture，promote cultural fusion between mainland China and Macao，and increase the diversified international influence of Chinese culture；and ideologically speaking，it can also draw more attention to the Maritime Silk Road by means of the marine civilization represented by the Mazu culture，and promote the international publicity of the Maritime Silk Roadand its development. Macao should seize the opportunity of “the Belt and Road”（B&R）initiative，learn from the development experiences of Putian and other cities，analyze the reality of the Mazu Temple on the basis of the FCE theoretical framework，development Mazu cultural tourism of local characteristics，and conduct festival activities of global influence，so as to turn the wave of B&R building into sustained impetus for economic development.
