文章摘要:水足迹作为一种新的水资源评价指标,能够更加真实、全面反映人类对水资源的使用以及影响情况。对区域水足迹进行计算分析,有助于从水质和水量两个角度认识水资源现状与问题。本文介绍了水足迹的概念、计算方法及其应用情况,并对上海市水足迹进行了简要分析,重点讨论了上海市用水情况、排水情况和工业用水及排污情况。建议以水足迹为工具,尽快在全市范围内企业推行水绩效和水风险管理,提高工业用水效率,同时加强对重点行业的污水排放监管。本文以崇明岛为例,运用产品虚拟水研究方法,核算并分析了崇明岛的水足迹,重点对其中最主要的农业水足迹进行了分析。调查和分析结果表明,崇明岛内市级河道水质优于县级河道水质,而岛内镇、村级河道水质明显低于市、县级河道水质;崇明岛水资源自给率很高,水资源进口依赖度低;崇明的水足迹分配情况具有明显的区域特色,不管是在全国范围还是在长江流域,崇明岛的农业水足迹所占有的比例都很大,崇明岛的农业水足迹占其总水足迹的绝大部分比重。农业产业结构以及农产品出口对崇明岛水足迹具有重要影响。

Abstract:Water footprint is a new index for water resources, which can discover the water resources utilization more accurately. The calculation of water footprint in a regional level is helpful for a better understanding of water quality and water quantity. In this chapter, the concept of water footprint and its calculation method as well as application are introduced. The water footprint of Shanghai is discussed, including the water consumption, sewerage, industrial water utilization and discharge. It is suggested that water footprint should be adopted as a tool for water resources management in Shanghai. Water utilization efficiency and water risk management are also highlighted. Pollution monitoring and control for typical industrial sectors are vital for the improvement of water quality in Shanghai. Chongming Island is used as a sample for the calculation of virtual water and water footprint. The water footprint of agriculture in Chongming Island is calculated. Based on the investigation and analysis, it is found that the water quality of city level is better than that of county level, while the water quality in the town and village level is worse than that of the county level. The water resources in Chongming Island are abundant. The water footprint of Chongming Island is characterized by the fact that agricultural water footprint is the main part. The proportion of agricultural water footprint in Chongming Island is greater than that of Yangtze River. The structure of agriculture and agricultural products export are important for the water footprint of Chongming Island.
