Abstract:Cai Chengying pointed out that coastal regions which have access to facilities，property（including renewable and non-renewable categories）is extremely rich in natural advantages. Around the world，people generally live in the coastal area of this narrow area of low position，in order to meet the various needs of human beings，most of the coastal areas have been highly utilized. It is because of the coastal zone is a human habitation，economic development and urbanization preferred zone，various stakeholders often compete for limited land and marine resources and their multiple uses and serious conflict. Most countries have recognized the need to improve the capacity of local governments，but also to empower and provide resources to implement local action. Integrated Coastal Zone Management as a new model for the coastal zone of administrative governance，the development of planning and management in accordance with the actual needs of the coastal zone occurs in a variety of economic activities，regulate people’s behavior，to coordinate policy and management actions，integrated coastal zone waters and land use use planning action system. Therefore，the ultimate goal of integrated coastal zone management，coastal zone management is to improve the efficiency and effectiveness of governance，namely the ability to promote the sustainable use of coastal resources and coastal ecosystem services，which means in economic development while protecting natural resources functional integrity. Ecosystem management as the basis for integrated coastal zone management，ecosystem management and further elaborated in integrated coastal management planning significance belt.
