Abstract:In 2016，the first year of the 13th Five-Year Plan，Shaanxi actively adapts to the new normal situation of economic development，insists on the concepts of development innovation，coordination，green，open and sharing. According to the 13th Five-Year Plan of Shaanxi province，the comprehensive development of social undertakes，the improvement of people’s well-being continues and the social situation remains stable basically. Looking ahead to 2017，Shaanxi needs to confront directly to the problem，be bold and enterprising，carry out the “five solid” spirit，comprehensively deepen the social system reform，building a shared social governance configuration.
