In order to be an impregnable position in the increasingly fierce international talentscompetition，our country must transit from big human resource power to strong human resource power，promote the “demographic dividend” transit to “talent dividend”. In order to achieve this goal，talents system and mechanism innovation shall be make and the policies and measures shall be improved to optimize the talents development environment.
