文章摘要:当下,世界各国之间的竞争,归根到底是人才的竞争。为了在日趋激烈的国际间人才竞争中立于不败之地,我国必须实现从人力资源大国向人才强国转变,推动“人口红利”向“人才红利”转变。为实现这一目标,我国应抓紧创新人才体制机制,完善人才政策措施,优化人才发展环境。
