独联体（CIS）框架内的环保合作

Abstract:The CIS was formally established in December 21, 1991 when the Soviet Union collapsed. In the decision to establish CIS, the member states designed it as a simple organization providing services for the development of members. But the functional orientation of the CIS and the design of the system have a huge gap between the expectations of its members, so in recent years, people are increasingly concerned about whether the CIS can continue to maintain. This article firstly introduces the general situation of the cooperation mechanism of CIS, including the two aspects of organization structure and cooperation aspects; then introduces the overview of environmental cooperation in the CIS, including environmental protection cooperation agreement has been signed and the key areas of cooperation. Among them, the key areas of environmental protection includes three parts： cross-border pollution control, coordinating Member States environmental laws and standards and the establishment of a database of environmental protection. As of the beginning of 2015, there were 6 major cooperation agreements signed.
