Abstract:The Belt and Road Initiative inspired investment boom of the Asian infrastructure，triggered the Omni-directional competition between China and Japan，and promoted the reconstruction of the international political and economic order. In allusion to the Belt and Road Initiative，Japan continued the cold war mentality under the concept of the clash of civilizations and used a variety of means to curb，contain，and obstruct. Therefore，in the information age，China should uphold the development philosophy of symbiotic civilizations，fully give an important role of Asian Infrastructure Investment Bank，motivate the investment in the asian infrastructure，build up the pivot of the Belt and Road，and pull off the substantial connection between inland economy and the Belt and Road. Paying equal attention to land power and sea power，China can create an environment of peace and development in Asia，and then pull the process of reconstruction of international order in the concept of the symbiotic civilizations.
