Abstract:The city of New Orleans is a port city in Louisiana，and is a largest port city second to New York. Since 2005，the incidence of Hurricane Katrina，its urban development，political system，social governance have undergone tremendous impact and change，but during the non-profit organizations play a very important role. Over the past decade，New Orleans has a high poverty rate，the economy in recession consistent，that how to re- assess the development issues and health and human services is a very real problem. With the help of the analysis report on the status of the city’s non-profit organizations of the U.S. Urban Institute（The Urban Institute）in 2012，the paper promotes some inspiring suggestions for social governance of China cities.
