低碳规划：联合国环境规划署“30天30招”最佳案例解读

Abstract:Mitigation and adaptation to climate change has been the very front in the agenda of environmental governance. However we still do not have sufficient experiences for addressing this issue. As for this reason, UNEP as an intergovernmental environmental body search out 30cases in its network and name them "30days 30ways" then propose a framework for action.When industrializing countries carry out the low- carbon planning, some elements must be considered, namely hard ones and soft ones. The hard ones include land-usingcommunication system, infrastructure etc; the soft include institution, culture, norm and value etc. China is in the massive urbanization, which generate the huge amount of energy consumption and carbon emission, thus low-carbon development and devemental adapatation is essentially required. Nowadays many cities have proposed the plans and many scholars have studied the know-how, but these plans and ideas are still on the surface, never put into practices. Actually if Chinese cities want to develop in a low carbon way, they must make polices according to their conditions, plan holistically and pay a bit attention to the adaptation of climate vulnerabilities.
