Abstract:Affected by the debt crisis that broke out in 2009，Europe is now facing a lot of difficulties. In order to solve the economic and social problems effectively，the EU tries to combine its economic structural reform with R&D innovation，in order to revive Europe through a long-term strategy of technological innovation. In 2013，the EU launched the “Horizon 2020” work programmes，the“Joint Technology Initiatives” and “Connected European Projects”，which constitute not only the core components of the “Europe 2020” strategy，but are closely linked with each other. At the same time，the EU pays great attention to the links between technological innovation and its relationship with the outside world，which is highlighted by the scientific and technological cooperation between China and the EU.
