欧盟科技政策：创新联盟与欧洲研究区建设
文章摘要：自欧盟实施“欧洲2020战略”以来，其寄希望于加大研发投入、增强创新能力以实现赶超美国的战略意图越发清晰。2010年10月6日欧盟推出的“创新联盟战略”是欧洲研究区建设的重要组成部分，也是欧盟为应对当前主权债务危机，实现公共财政平衡，进而提升经济竞争力的重要手段和政策措施。此外，欧盟为争取在2014年完成欧洲研究区建设，在2011年着力推进和完善合作伙伴关系，力争在欧盟层面上整合欧盟科技的智力资源和财力资源，并在此基础上不断发展与外部的科技合作。 展开
