Abstract:With the international and regional situation getting complicated and changeable，unstable and uncertain factors increasing in number，and the Western developed economy continuing its process of arduous recovery，the SCO has entered a new stage of pragmatic cooperation by taking the initiative to confront the new situations and challenges. China and Russia have had their mutual trust strengthened with close cooperation in between，and the SCO member states have heightened their sense of the destiny community and the interest community. The region stable，and its security generally controllable，the economies of the member states develop balanced. The proposition by China of building the “Silk Road Economic Zone” has received wide attention and support from the SCO member states. These new situations and changes provide opportunities for the SCO’s entrance to a new stage of pragmatic cooperation.
