Abstract:>The fate of Fannie and Freddie depends to a large extent on the game between the two parties in Congress.Republicans hope to pass the motion to reform immediately，and form a housing finance system with full of competition at last.The Democratic Party has still no clear ideas for reform，but also proposed a reform plan.This article describes and analyzes the Republican and Democratic reform plan on Fannie and Freddie.Finally the paper made the following judgments：First，Fannie and Freddie delisted from the stock market will not affect the reform process；second，It is a long-term process of reform；third，Fannie and Freddie will be at a loss in a decade；Fourth，Fannie and Freddie will be divided into two parts：private enterprises and state institutions.
