Abstract:>Strategic emerging industries have become an emerging trend in global industrial restructuring after the financial crisis.The development of strategic emerging industries should be market-oriented and mainly based on enterprises；moreover，the government should create an institutional environment for incentive mechanism to encourage innovation.At present，the government should introduce the development plan of emerging strategic industries as soon as possible，construct evaluation system of emerging strategic industries，implement proactive fiscal policies，by means of capital market，private participation，major projects and industrial investment funds to accelerate the development of strategic emerging industries.
