Abstract:The 18th National Congress of the Communist Party of China has seen a generational transfer of central leadership, and has established the Concept of Scientific Development as the guiding principle which the political party in power must adhere to in a long period. And it also designed and laid out the modernization cause of Chinese characteristics under the new historical conditions and combining economic development, political development, cultural development, social development and ecological and civic development into a unity. China's opening and reform is advancing deeper and higher in 2012, its society and economy maintain a steady development, the cultural cause and the cultural industry develop together, people's welfare continues to improve, and anti-corruption campaign has resulted in remarkable achievements. China upholds its diplomatic strategy of independence and self-reliance, and commitment in peaceful development, and has actively promoted the development of SCO, consolidated and further expanded relationships of friendly cooperation with other member states of SCO, and played an importantly constructive role in promoting peace, stability and development of the region.
