Abstract:In June 2023，Japan revised and adopted a new version of its Development Cooperation Program after a lapse of only eight years. The new version of the Development Cooperation Program recognizes that Japan’s basic policy，policy priorities，and implementation system for foreign aid should be adjusted in a timely manner in light of changes in the international situation，with the prominent changes being to increase strategic investment in the Indo-Pacific region，to strengthen cooperation with various foreign aid entities through the “Co-Creation” approach，and to enhance cooperation with the “proposal-based” assistance approach. The prominent changes are to increase strategic investment in the “Indo-Pacific” region，to strengthen cooperation with various foreign aid entities through “co-creation，” to replace “request-based” aid with “proposal-based” aid，and to speed up the decision-making process for foreign aid. Japan’s accelerated adjustment of the Development Cooperation Program is mainly motivated by the need to respond to the new changes in the international situation，the need to adjust the national security strategy，and the need to strengthen the competition and control over China. In the future，Japan will further emphasize the strategic nature of its foreign aid and actively enhance its initiative in international development assistance.
