Abstract:“City Brain” is the core component of the smart city，which is an effective starting point for establishing a comprehensive urban governance system including economic governance，social governance and metropolitan governance. This article begins from the status quo of Beijing’s smart city development and the case of “city brain” construction in the Haidian District，sorting out and summing up the experience of Beijing’s smart city and “city brain” construction，analysing the current problems，and proposing suggestions on the orientation，development measures and other aspects of the smart city and “city brain” based on the experience of domestic and international smart city establishment. Based on the experience of smart city construction at home and abroad，it puts forward suggestions on the positioning and development measures of Beijing’s smart city and “city brain”，so as to assist in optimising the development of Beijing’s smart city and “city brain”，as well as to establish a benchmark city for the global digital economy.
