Abstract:Digital technological innovation is leading the transformation of global trade to digitalisation，promoting changes in international trade models and governance rules. Beijing，as a pioneer zone for the development of digital trade in China，has been actively promoting the construction of a digital trade port to achieve a higher quality of opening up. In this process，data has become the most basic production factor，and effective data governance is a key link to ensure the safe and orderly flow of factors，stimulate the value of data，and innovate the digital trade model. Combined with Beijing’s digital trade policies，perfect digital infrastructure and diverse data resource advantages，it is imperative for Digital Trade Port to carry out data governance exploration. This report analyses the triple principles and strategies to be grasped by Beijing Digital Trade in data governance innovation，and concludes the following key measures：selecting niche areas to break through the difficulties of the cross-border data regulatory system，comprehensively constructing the circulation and trading mechanism of data elements，and pragmatically promoting the opening and sharing of public data，so as to improve the level of data governance in multiple dimensions，and to build the Beijing Digital Trade Port into a digital service platform with global influence. service platform with global influence.
