2023年气候变化背景下北极航运减排的新挑战

Abstract:Global climate change has led to the accelerated melting of Arctic glaciers and a reduction in sea ice coverage. Coupled with advancements in icebreaker and other ship technologies，the navigability of Arctic routes has significantly increased. Given the advantages of the Arctic region in terms of geographic transit and resource potential，various countries are actively taking measures to establish their presence in Arctic shipping. However，the rapid increase in Arctic shipping has brought severe and potentially irreversible negative impacts on the Arctic environment. In 2023，global temperatures reached record highs，resulting in new growth in the navigable window and vessel traffic along Arctic routes. Yet，under the ambitious temperature control goals of the Paris Agreement，the shipping industry，recognized as crucial for controlling greenhouse gas emissions，is drawing international attention and concern. Considering the unique and sensitive environment of the Arctic region，policies for Arctic shipping are accelerating the greening process to create sustainable Arctic routes. The uncertainty of climate change and the evolution of emission reduction policies present a series of new challenges for emission reduction in Arctic shipping.
