Abstract:This report discusses the impact of AI technology open source on China’s self-reliance and strength in science and technology，as well as suggestions for response. AI technology open source has become an important direction for global scientific and technological development，promoting the dissemination and innovation of technology through openness，freedom，collaboration，and sharing. With the support of open source foundations，open source licensing agreements，and code hosting platforms，the main global open source communities have developed rapidly，and cooperation between governments，universities，enterprises，and open source communities has further advanced this process. Although China has made certain progress in the field of AI large language models，there are still gaps in AI underlying technology，open source communities，development environments，and investment mechanisms. AI technology open source has a positive impact on China’s self-reliance and strength in science and technology，including accelerating technology sharing and innovation，enhancing enterprise competitiveness，and promoting the formation of standardized technology systems. However，open source technology also brings challenges such as technological dependence and security risks. To address these challenges，this report proposes suggestions such as strengthening basic research and technological innovation，improving the construction of open source communities，promoting cooperation between governments，enterprises，and universities，and formulating relevant policies and legal protections to promote the independent control and sustainable development of AI technology.
