Abstract:In 2023，the development of Shantou Special Economic Zone was summarized as follows：the three new industries，i.e.，new energy，new materials，and new generation electronic information industries grew rapidly；the two special industries，i.e.，textile and clothing，and toy creativity industries showed obvious supporting role；the “one big” industry，i.e.，comprehensive health industry continued to improve；economic performance rebounded for the better，and high-quality development was solidly advanced；the industrial structure continued to be optimized，and industrial production recovered steadily；the total import and export volume declined，and private enterprise imports kept growing；the quality of innovation continued to improve，and education industry developed steadily；residents’ disposable income grew steadily，social security continued to improve；green ecological construction was promoted，and environmental governance was effective. This report adopts location entropy method，data envelopment analysis（DEA）method，combined with regional GDP and its growth rate and other related indicators to conduct a comprehensive evaluation of the socio-economic development of Shantou Special Economic Zone. The study finds that：Shantou’s economic development level ranked in the middle of Guangdong Province and the five major special economic zones；the secondary industry showed a high degree of specialization；there was still room for improvement in the innovation efficiency of inputs and outputs；the supporting effect of industrial development on the economy needed to be improved；the factor reflux effect restricted development. Based on this，this report puts forward suggestions from three aspects：building a cross-regional collaboration mechanism，supporting the technological upgrading of private enterprises，and eliminating the shortcomings of local cultural constraints.
