Abstract:This report is based on the basic background of promoting steady growth，structural adjustment，and risk prevention in China’s economic special zones in 2024，driven by reform，and continues the analysis of the latest available data to show the current situation of the economic special zones’ development. The study found that the economic special zones have further deepened reform in social and economic development，made significant progress in the green transformation of industries and the development of cultural industries，and continuously enhanced their innovative strength. However，they still face challenges in terms of the quality of economic growth，the population dividend and population structure，private enterprises，especially in the area of digital economy，such as low digital industry cluster degree，slow development of data factor market，and insufficient application of new technologies in digital government governance. This report suggests that economic special zones should form a “focus on quality” innovative atmosphere，promote the transformation of innovation outcomes，and accelerate the construction of a new development pattern in the coming year，vigorously promote high-level self-reliance and self-sufficiency in science and technology.
