2023年IPCC第七次气候变化科学评估的新特征与中国参与的政策建议

Abstract:The Intergovernmental Panel on Climate Change（IPCC）launched its seventh assessment cycle（AR7）in 2023，which is expected to have a profound impact on global climate governance. The IPCC has not only provided authoritative scientific evidence on climate change but has also driven the development of international climate policies. Building on previous work，AR7 will further deepen assessments and is set to release several key reports，including a special report on climate change and cities，as well as a methodological report on short-lived climate forcers. These reports will focus on the critical role of cities in addressing climate change and explore techniques for measuring and reducing short-lived climate forcers，providing vital scientific support for global climate policy. The findings of AR7 are expected to significantly influence future climate negotiations，policy-making，and global climate actions，particularly in addressing the growing complexity and urgency of climate challenges. Lastly，this paper offers policy recommendations for China’s active involvement in the AR7 process，aiming to enhance its ability to meet global climate challenges and strengthen its influence in international climate governance.
