Abstract:Netherlands has made remarkable progress in low-carbon development in recent years，and has formed a relatively complete low-carbon development system through continuous adjustment of policies，technologies and industrial structure. The history of low-carbon development in the Netherlands dates back to the 80s of the 20th century，and since then a series of environmental policies and laws have been developed to clarify the long-term goals of greenhouse gas reduction and energy transition. To achieve its strategic goal of climate neutrality by 2050，the Netherlands has set a 55% greenhouse gas reduction by 2030 and has laid the legal basis for achieving this goal through acts such as the Climate Act and the National Climate Pact. At the same time，the Netherlands is actively promoting the development of renewable energy sources such as solar，wind and hydrogen in the low-carbon energy transition，especially through the hydrogen backbone network and the “Hydrogen Valley” scheme. In addition，carbon capture and storage（CCS）is seen as a transitional technology to support industrial emission reductions. The series of measures and policies adopted by the Netherlands will provide a pathway to achieve global climate goals.
