文章摘要:瑞典自20世纪60年代起在低碳发展中积极推动环保立法,并引领国际气候行动,成为全球绿色转型的先行者。瑞典的低碳发展战略以《气候变化法》、气候目标及气候政策委员会为核心,确保政府行动与长期气候目标保持一致,目标是在2045年实现气候中和,其中包含至2030年交通实现无化石燃料和温室气体排放量比1990年减少63%的里程碑计划。自1990年以来,瑞典的温室气体排放已减少37%,2022年排放量降至4522万吨,主要归因于交通领域的排放降低、交通电气化、生物燃料使用增加等。瑞典在能源转型方面具有显著优势,目前拥有欧盟最高的可再生能源占比,电力系统几近脱碳。到2022年,超60%的电力来自水电、风能和生物质能。瑞典在碳捕获与封存(CCS)领域同样有前瞻性布局,并通过欧盟创新基金支持多项低碳技术项目,以推动绿色科技创新。此外,瑞典与中国的低碳合作成效显著,如烟台的中瑞哈马碧生态城项目展现了环保技术与城市可持续发展的深度结合,体现出瑞典在低碳技术应用中具有领先地位。

Abstract:Sweden has been an active promoter of environmental legislation in low-carbon development since the 1960s and has led international climate action,becoming a pioneer in the global green transition. Sweden’s low-carbon development strategy is centered on the Climate Change Act,the Climate Targets and the Climate Policy Council,which ensures that government action is aligned with the long-term climate goals,with the aim of achieving climate neutrality by 2045,which includes milestones for achieving fossil-fuel-free transport by 2030 and a 63 per cent reduction in greenhouse gas emissions compared to 1990. Since 1990,Sweden’s GHG emissions have been reduced by 37% to 45.22 million tones in 2022,mainly attributable to lower emissions from transport,electrification of transport,and increased use of biofuels. Sweden has a significant advantage in the energy transition,with the highest share of renewable energy in the EU and a nearly decarbonized power system. By 2022,over 60 per cent of electricity will come from hydropower,wind and biomass. Sweden also has a forward-looking layout in the field of carbon capture and storage(CCS),and supports a number of low-carbon technology projects through the EU Innovation Fund to promote green technology innovation. In addition,Sweden’s low-carbon co-operation with China has been very effective. For example,the Sino-Swedish Hammar by Eco-City project in Yantai has demonstrated the depth of integration between environmental protection technology and sustainable urban development,reflecting Sweden’s leading position in the application of low-carbon technology.
