Abstract:The social development and governance is a complex and long-term systematic project. In the 45 years since its founding，the Islamic Republic of Iran has made certain achievements in urbanization，internet and infrastructure construction，but it also faces challenges from various internal and external issues such as aging population，brain drain，refugees and climate change. Due to the long-term adverse external environment and sluggish economic development，Iran’s social hardware and software construction and governance face great difficulties and challenges，and it is generally in a relatively backward position in the Middle East.
