文章摘要:人口结构老龄化和高素质人才短缺问题对欧盟经济的可持续发展构成了长期挑战。21世纪以来,欧盟意识到人才竞争的重要性,在移民政策方面开始强调引进和留住高素质人才,实施了欧盟蓝卡计划、玛丽·居里行动和伊拉斯谟计划等多项统一性措施。新的移民政策和措施对加强欧盟的人才储备起到了积极的作用,无论是欧盟各国人才的内部流动性和融合度还是外来高素质移民数量都在稳步增加。尽管如此,欧盟的人才短缺问题依然严峻,欧盟面临的困难和障碍十分复杂。

Abstract:The ageing demographic structure and the shortage of highly qualified personnel pose a long-term challenge to the sustainable development of the EU economy. Since the beginning of this century,the EU has realized the importance of the competition for talents,and has begun to emphasize the introduction and retention of high-quality talents in its immigration policy,implementing a number of harmonization measures such as the EU Blue Card Scheme,Marie Curie Action and Erasmus Program. The new migration policies and measures have had a positive effect on the EU’s talent pool,with a steady increase in both internal mobility and integration as well as in the number of highly qualified immigrants from non-EU countries. Nevertheless,the talent shortage in the EU remains acute and the difficulties and obstacles faced are complex.
