Abstract:The ageing demographic structure and the shortage of highly qualified personnel pose a long-term challenge to the sustainable development of the EU economy. Since the beginning of this century，the EU has realized the importance of the competition for talents，and has begun to emphasize the introduction and retention of high-quality talents in its immigration policy，implementing a number of harmonization measures such as the EU Blue Card Scheme，Marie Curie Action and Erasmus Program. The new migration policies and measures have had a positive effect on the EU’s talent pool，with a steady increase in both internal mobility and integration as well as in the number of highly qualified immigrants from non-EU countries. Nevertheless，the talent shortage in the EU remains acute and the difficulties and obstacles faced are complex.
